Update Proxmox nodes
Update the nodes cluster-02, cluster-04, cluster-05 and cluster-06 to latest stable Proxmox version 8.4.1 and Ceph 17.2.8.

To improve the usability of our scanner we change the scanning settigns and the addresses where we can scan to.
Move Ceph manager to cluster-10 node
In preparation for the replacment of cluster nodes cluster-02 and cluster-06 we move the ceph manager to cluster-10.
Move pub-vm-otrs-02 vm (id 317) to node cluster-11
We move a node with storage in the ssd and hdd pool, this time we move the VM before moving the hdd disk as we want to shut down the node cluster-05.
